been forwarded to the Admiralty direct, but, before they can be dealt with, it will presumably be necessary to have the views of the Anti-Piracy Committee and of the Government of Hong Kong. Their Lordships have accordingly sent a telegram to the Commander-in-Chief, China, asking that he will arrange that copies of these proposals should be sent both to the Anti-Piracy Committee and to the Government of Hong Kong.
5. Their Lordships have also instructed him that the views of the Anti-Piracy Committee should be communicated if possible by telegram. My Lords would like to suggest that the Colonial Office should ask the Government of Hong Kong similarly to forward their views by telegram.

for information.
7. Copies of this letter have been sent to the Foreign Office, War Office, Board of Trade, Committee of Imperial Defence, and the Air Ministry.
